War List Glitch?

Anyone know how some players are able to declare war even if:
a) They're not in your family
b) I'm not on their recent fights list
c) I'm not on any snitch lists
d) My health is below 20, so I don't appear on the fight list?

On a side note, something needs to be done about deterring perpetual war-ers. Bounties aren't enough of a deterrent. They just allow themselves to get killed right away and immediately re-declare war. Game gets kind of lame when you have some lifeless dweeb warring you for months on end, spam attacking every 15min.

Sorry about that. My mom's basement is really getting cold so I have to crank the brightness up on the phone screen to stay warm. Unfortunately that just makes your name pop out to me even more and I can't help but declare a war. Tell you what, I'll talk to my mom about getting a space heater down here and that should fix it all...

...actually, I don't know who you are but A B C D doesn't really matter. They can declare war on you if you've attacked them in the past. So man up, lvl up, zen up and fight back. And I was kidding about the space heater. My screen is hot.

Im getting a bounty put on my at all times now. After I make it through the 12 hours, in 15-30 minutes I have another one on me. I've started to just drain my stamina and fight until I'm at 0 and re up my health so someone kills me. So It doesn't hurt me. But it's just getting annoying.

If you placed a bounty on someone from your war list and they die, they cannot restart the war for 12 hours after the bounty was placed. They can try but get a message "The Godfather wishes to keep peace between you and xxxxx"

Then it does not work. I put some one up for bounty last night. They died rather quickly and was back on my war list with 5min.

Just happened again. The person warring me died went off my list 1 min later is back on.

I'd send an email to support@aftershocksf.com with the issue. I tried after dying last night and couldn't so there must be something wonky in there.
